7-8 March, 2002 Conference on “Young People, Actors in their Towns and Regions” On the occasion of the “10^th anniversary of the European Charter on the Participation of Young People in Municipal and Regional Life” Krakow (Poland).

December 14-15, 2001 within the framework of cooperation with the Association of Netherlandish municipalities the Association of Ukrainian Cities held in Kyiv the international conference “Towards open and accessible government at the local level in Ukraine”. November 29-30, 2001 The seminar “Elements of Education State-and-Public Management in Lviv” was held by Association of Ukrainian Cities together with the West-Ukrainian regional educational center for the “Community Partnership” program in Lviv.
Representatives of the Ministry of Education and Science of Ukraine, “Local and Regional Authorities’ Institutional Capability Strengthening” program experts (“LARGIS”), Education Administration leaders of the Ukrainian municipalities that are oblast (region) centers, AUC section on education issues co-ordinative council members were invited to participate in the seminar.

November 20-21, 2001 Association of Ukrainian Cities within the framework of cooperation with the Council of Europe held the international conference ”Local Finances and Inter-budgetary Relations in Ukraine”.

November 14-15, 2001 “The Experience of Resolving the Problem of Municipal Economy Reforming in Ukrainian Cities” seminar took place in Kyiv; it was held by Association of Ukrainian Cities together with the Kyiv city state administration and PADCO International assistance.

About 100 representatives of municipal economy from Ukrainian cities and towns as well as from Kyiv municipal organizations participated in the Seminar. Having heard and discussed the following questions:

• The need of housing-and-municipal economy reforming;
• The condition of energy-, water-, gas-, and heat-supply in the Ukrainian municipalities;
• The financing;
• Pricing the housing-and-municipal services;
• Introducing energy-saving and innovative technologies in the housing-and-municipal sphere;

the Seminar participants have passed the corresponding Appeal to the President of Ukraine, the Head of Verkhovna Rada of Ukraine and the Prime-minister of Ukraine. The next day the participants have visited different housing-and-municipal exhibitions and objects, a new Kyiv living area (region), the “Kyivenergo” Center, the Dnieper water-supply station.

About the Head of the Interdepartmental committee on the local self-government at the Cabinet of Ministers of Ukraine

In consequence of the meeting of the AUC administration members with the Prime-minister of Ukraine A. Kinakh ,which was held on August 17, 2001, the Cabinet of Ministers of Ukraine released a Decree from August 28, 2001, ą1123, about the Head of the Government being the direct head of the Interdepartmental committee on the local self-government questions at the CMU. AUC participation in the budget process

Budget Code of Ukraine was adopted by Verkhovna Rada of Ukraine on March 22, 2001, and signed by the President of Ukraine on June21, 2001. (See the Ukrainian version)
